§ 3.11. Quorum; votes.

  • (a)

    A majority of the members elected to the council shall constitute a quorum to do business, but a less number may adjourn from time to time and compel the attendance of absent members.

    (b)

    The affirmative vote of a majority of the council members shall be necessary to adopt any ordinance or to authorize the expenditure of money. Notwithstanding the provisions of G.S. § 159-17(1), the affirmative vote of a majority of the council members shall be necessary to adopt or amend the budget ordinance or any project ordinance. All other matters voted upon shall be decided by majority vote of the council members present.

    (c)

    No member of the council shall be excused from voting on any matter not involving his own official conduct or his financial interest.

    (d)

    The mayor shall have the right to vote as a council member on all matters before the council, but shall have no right to break a tie vote in which he participated. The mayor shall have no power to veto.
